Carry time forward

• When a page marks a claim with time metadata, preserve it.
• When a claim is stale, do not present it as current.
• When a claim is historical, do not erase it.
• When a claim has a review date, consider whether the date has passed.

Use temporal caution

Prefer language like "as last verified on," "as of," "at the time of," and "this may require re-checking because."
